Dear Ms. Dagg-Foster,
I am writing pursuant to motion M2014-009 ( attached ) which was carried by a greater than 2/3 majority at the Denbigh Townhall meeting of April 28, 2014.
At the meeting with the Addington Highlands council on December 2, 2013 you stated that the Ministry of the Environment bases its decisions on science.
Would you please indicate where the Townhall could access the scientific data that was used to establish the water sampling protocol for the township waste sites.
The Townhall understands that immediately upon amendment, an amended Certificate of Approval and all associated costs become legally binding on the township.
The burden on the township ratepayers for waste site water sampling is now in the range of $70,000 per year for only a portion of the waste sites. In contrast, the cost for sampling the water at the Denbigh township hall is approximately $300 per year. As Walkerton has illustrated, the health risk is high in public water systems. The difference in cost with respect to waste site sampling seems to imply that the risk associated with waste sites is very high indeed.
The Townhall wishes to understand the science behind these risks in order to understand the cost differentials between waste site water sampling and drinking water sampling.
The Townhall assumes that, given the immediate legally binding obligations on the township consequent to an amendment to a Certificate of Approval, the relevant scientific data was gathered and analyzed to establish an appropriate sampling protocol before Certificates of Approval were amended.
