Motion 2015-016
Whereas a democracy, by definition, listens to many voices;
and Whereas municipal elected representatives in a democracy have a duty to reflect the wishes of their constituents;
and Whereas the constituents of Ward 1 have made representation to the Addington Highlands Council opposing wind turbines on multiple occasions;
and Whereas the constituents of Ward 1, using their own time and monies have gathered for, and provided to, Council, information in the form of a petition with over 80% of the petitioners opposed to wind turbines, in the form of a secret ballot referendum with 97% of the ballots opposed to wind turbines and in the form of an on-line survey with over 80% of respondents opposed to wind turbines;
and Whereas there is no publicly known data that has been collected showing a majority of respondents in favour of wind turbines;
and Whereas the mathematical statics show that the sample sizes of the petition, the referendum and the on-line survey generate an overwhelming probability that if 100% of Addington Highlands constituents had responded the results would differ by less than 10%;
and Whereas Reeve Hogg, Deputy-Reeve Yanch and Councillor Cox have all refused to accept the validity of the data;
and Whereas the petition, the referendum and the on-line survey represent a sincere effort by the constituents of Ward 1 to make their democratic voice heard;
and Whereas the referendum and on-line survey were both advertised in the Frontenac News newspaper;
and Whereas the on-line survey was done in conjunction with the Council of Addington Highlands and advertised on the Addington Highlands wbe site;
and Whereas both the referendum and the on-line survey were advertised in and available to the constituents of Ward 2;
now therefore be it Resolved that:
the Denbigh Townhall declares that Reeve Hogg, Deputy-Reeve Yanch and Councillor Cox have failed represent the democratic voice of their constituents;
and be it further Resolver that the Denbigh Townhall declares that statistical analysis of the publicly collected data demonstrates, overwhelmingly and beyond doubt, that the constituents of Addington Highlands are an "unwilling host" to industrial wind turbines;
and be it further Resolved that the Denbigh Townhall call upon the Premier of Ontario to recognize the validity of the data collected and declare Addington Highlands as an "unwilling host" municipality;
and be it further Resolved that this resolution be sent to:
- the Premier of Ontario
- Randy Hillier, MPP
- The Municipal Corporation of Addington Highlands
- The Municipal Corporation of North Frontenac
- The Municipal Corporation of Greater Madawaska
- The Municipal Corporation of Brudenell, Lyndoch and Raglan
- IESO
- BEARAT
