Motion M2015-18

Whereas Black's Law Dictionary defines bribery as "the offering, giving, receiving, or soliciting of any item of value to influence the actions of an official or other person in charge of a public or legal duty";

and Whereas the offering by wind turbine proponents of a "vibrancy fund" for a municipality in return for the said municipality's passing a resolution in support of their project is the offering of an item of value to influence the municipality to support their project and, therefore, matches the Black's Law Dictionary definition of a bribe;

and Whereas the refusal by proponents to provide a "vibrancy fund" if the municipal council declines to support their project clearly shows that the intent of the said "vibrancy fund" is to influence the actions of the municipal council;

now therefore be it resolved that:

the Denbigh Townhall considers the conditional offering of a "vibrancy fund" by a proponent of a wind turbine to be a bribe;

and be it further Resolved that the Denbigh Townhall requests that the Premier of Ontario prohibit the offering of such conditional funds;

and be it further Resolved that this resolution be sent to:

- the Premier of Ontario

- Randy Hillier, MPP

- The Municipal Corporation of Addington Highlands

- The Municipal Corporation of North Frontenac

- The Municipal Corporation of Greater Madawaska

- The Municipal Corporation of Brudenell, Lyndoch and Raglan

- BEARAT
